Cross-public sector collaboration realises smaller, better, greener, and more efficient public property that drives local growth, unlocks land for homes, reduces inequalities, and improves public services - enabling communities to thrive.</p>\n<p>The OPE programme is seeking a Regional Programme Adviser (RPA) to support an established network of partnerships. We currently require support across the North-East, Yorkshire and Humber and East Midlands, but the area of focus may alter in the future.</p>\n<p>Reporting to the Regional Programme Manager, and working closely with the Programme Management Office, the RPA is part of the programme’s regional team. The RPA supports local authority, central government and other public sector colleagues to collaborate to optimise their property portfolios, realising their full potential to drive economic, social and environmental benefits for their communities.</p>\n<p>The RPA supports councils with project delivery and takes the lead in monitoring and analysing the existing project portfolio which includes collaborative multi-agency property projects as well as local authority housing projects.</p>\n<p>The RPA plays a key role in promoting, supporting, assessing and administering the programme’s funding opportunities as they arise, including the Brownfield Land Release Fund. Working directly with local authority colleagues, the RPA will help to build credible applications for funding which aim to release land for housing development.</p>\n<h2><strong>About you</strong></h2>\n<p>We are seeking a highly motivated individual who will bring energy to support our existing partnerships in their continued evolution. You will have strong interpersonal skills to quickly develop relationships with our partners, bringing a positive mindset to work through local challenges.</p>\n<p>You should have experience of local and/or central government and a good understanding of the way that they work, as well as a familiarity with the changes proposed through Devolution and Local Government Reform.</p>\n<p>With exemplary organisation skills and a keenness to embrace the use of technology, you will be key to bringing together a dispersed network of regional representatives to support development of local initiatives, share best practice and overcome shared challenges. The role requires a good understanding of Excel which is used for project reporting purposes.</p>\n<p>You should understand, and ideally have experience in, the role of local authorities in shaping place and delivering built environment activity. Experience in managing projects in a public sector context, strategic asset management or housing development would be useful, but is not essential.</p>\n<p>The successful candidate will be at ease with presenting in senior forums and will be willing to take the lead when deputising for the Regional Programme Manager.</p>\n<p>You should be comfortable working in a small team in a home-based environment with most communication taking place online. As part of the team, you will play an important role in the legislative and administrative framework of the largest funded pension scheme in the UK.</p>\n<p>We are looking for a high performing individual to work as part of the LGPS Training and Development Team. The successful candidate will develop, co-ordinate and deliver high quality training to pension administrators, scheme employers, councillors and local pension board members both in person and virtually.</p>\n<p>You will also assist in the delivery of an LGPS specific qualification. This will include writing course material and assessments, organising and delivering tutorials and liaising with the qualification provider and students.</p>\n<p>We encourage flexible working at the LGA. This post is offered as a home or office based (Westminster) contract. The salary for a home based worker ranges from £58,831 to £69,013 a year. The salary for an office based worker includes London Weighting and ranges from £63,015 to £73,197. </p>\n<h2>\n<strong>About you </strong>​​​​​​​</h2>\n<p>You will have excellent knowledge of the LGPS and be comfortable interpreting and explaining complex legislation to a range of stakeholders.
