About the team
Are you an experienced highways professional with strong technical insight, stakeholder management skills, and a passion for delivering community-focused improvements? We have an exciting opportunity to join Hertfordshire County Council as an Assistant Highway Manager (AHM) - a key advisor and facilitator supporting local councillors in the delivery of infrastructure enhancements through the Highway Locality Budget (HLB).
As part of the Highways team, you will play a critical role in enabling the success of community-prioritised highway projects across Hertfordshire. Working closely with elected Members, you will provide expert advice, manage the end-to-end delivery of HLB-funded schemes, and ensure strict compliance with financial and regulatory frameworks.
This role fits within Level 12 of our professional framework, suitable for technically skilled professionals managing defined service areas and guiding project teams to deliver complex local solutions.

Key Responsibilities
- Technical Project Management: Coordinate and manage the lifecycle of HLB schemes-from feasibility to delivery-ensuring adherence to procurement, design, and build timelines.
- Advisory Support: Act as the primary technical advisor to Local Members, guiding them on scheme eligibility, budget allocation, and project prioritisation in line with council policies.
- Stakeholder Engagement: Build productive relationships with councillors, community groups, and internal delivery teams to ensure that HLB projects are well-informed, community-driven, and aligned with strategic goals.
- Compliance & Governance: Monitor financial compliance with HCC regulations and HLB funding rules, ensuring schemes are delivered lawfully, on time, and within budget.
- Leadership & Oversight: Oversee external contractors and collaborate with internal teams, providing clear guidance and quality control throughout the delivery process.
- Continuous Improvement: Contribute to policy development, share best practices, and propose enhancements to HLB processes to support innovation and improved community outcomes.
About you
Essential
- A degree, in engineering, or equivalent working experience in transport planning, highways, or a related field.
- Substantial experience in project delivery or service management within the public realm, highways, or civil infrastructure sectors.
- Strong communication and stakeholder management skills, with the ability to explain technical concepts to non-specialists.
- Demonstrated experience in budget management and contract compliance.
- Ability to lead cross-functional teams and influence decision-making in a matrix environment.
- A sound understanding of political context and experience working with elected Members is desirable.
