Elmbridge is dedicated to delivering exceptional services to our community. We are seeking an experienced and dynamic individual to join our team as the Head of Policy & Performance on a maternity cover basis. This role is crucial in leading and managing the Policy & Performance team, ensuring the effective delivery of corporate policies, performance management, and strategic initiatives.
The Role: As the Head of Policy & Performance, you will:
- Lead and manage the Policy & Performance team, overseeing policy, performance management, climate change, organisational development, HR, corporate health & safety, communications, social media, policy research, and data.
- Provide strategic leadership for communications and social media services.
- Champion Elmbridge’s commitments to Climate Change and carbon neutral targets, embedding climate change throughout the council’s strategies and plans.
- Provide leadership for our HR function.
- Develop and implement strategies and policies to improve council services in line with priorities.
- Lead on community safety and economic development services, maintaining strong relationships with partners and stakeholders.
- Oversee emergency planning and business continuity, acting as a strategic advisor during emergencies.
- Manage budgets and contract arrangements for various services.
- Act as a strategic advisor to the Chief Executive and Council Management Board
About You: To be successful in this role, you will need:
- Proven experience in developing policy, managing projects and programmes, and advising elected members.
- Strong performance management, communication, and HR management skills.
- Proven ability to lead organisational change programmes and local government reorganisation.
- Excellent management, motivational, and empowerment skills.
- High presentational skills, both written and oral.
- Ability to achieve results in a political environment and work under pressure.
