About the Post:
Join a double award-winning Council of the Year and lead the delivery of our ambitious Barnsley 2030 vision.
Barnsley is the place of possibilities where vision becomes reality. We have reinvented ourselves, finding a new economic purpose and becoming an exemplar of renewal and transformation. Our strong sense of pride propels us forward with brave and innovative thinking, making our aspirations a reality and delivering for our people. It’s why we’re a double award-winning 2023 LGC and MJ Council of the Year - the first council ever to have won both awards in the same year.
We're looking for an exceptional individual to lead on the programme management of regeneration schemes within the Economic Development service, including – but not limited to - the Long-Term Plan for Towns in the Barnsley Urban Area, Barnsley Futures in Barnsley town centre, and the boroughwide Health on the High Street programme.
These multimillion-pound schemes are building on our recent success with place-based town centre and high street regeneration, such as the Glass Works in Barnsley town centre, and will require you to work closely with a multi-disciplinary team, including skilled project managers experienced in the delivery of capital projects.
The successful applicant will join a newly established Programme Management Office in the Programme and Place Management team; a specialist team within the Economic Development service responsible for ensuring the maximum value of these investments for the council, for the local economy, and for Barnsley’s communities.
This is a career graded post. Applicants are welcome to apply from a Level 1 to a Level 3, which should be stated clearly on the application form.
This post is funded by the UK Government as part of the government’s Long-Term Plan for Towns.
Your role:
- You will be responsible for the programme management of several complex regeneration schemes, some of which are in delivery, supporting a change process to implement a consistent approach across all programmes.
- You will manage the relationships with external funders and ensure that the council fulfils our requirements, including reporting on progress, submitting claims and change requests, and monitoring the delivery of outputs and realisation of benefits.
- You will ensure that governance processes maintain trust with senior responsible officers and empower board members to make informed decisions through the provision of accurate and timely data and information.
- You will build strong working relationships with teams in the council, including project managers, and with external stakeholders, to be able to support the resolution of issues and risks that may impact on the delivery of the schemes.
- You will be a confident communicator, developing compelling narratives from quantitative and qualitative information, and conveying these messages to stakeholders through several media in order to achieve programme objectives.
What we offer:
- A supportive and inclusive work culture where your contributions are valued, and your ideas are heard.
- Opportunities for professional development and advancement, with access to training programs and mentorship initiatives.
- Competitive salary and benefits package, including flexible working arrangements, generous holiday allowances, and weekend-working enhancements.
Requirements:
- Exceptional organisational abilities and attention to detail, with the capacity to manage multiple priorities effectively.
- Strong communication and interpersonal skills and the ability to build productive relationships with internal and external stakeholders.
- A proactive work ethic and positive mindset with a passion for driving positive change within the community.
It is desirable for applicants to hold a recognised qualification in programme management, such as Managing Successful Programmes (MSP).
