The service works with our partners and stakeholders, always putting people at the centre of everything we do.</p>\n<p class=\"body\"> </p>\n<p class=\"body\">As Finance Contracts Officer (for the Compliance, Performance and Funding Service) you'll work with other managers and the wider service to ensure high quality compliance and support delivery across a complex and changing policy and funding context.</p>\n<p class=\"body\"> </p>\n<p class=\"body\">By working together, we're committed to building success so that more people can achieve their potential. We have arrangements to use that enthusiasm.  We do this by accessing external funding and using core Council resources.</p>\n<p class=\"body\"> </p>\n<p class=\"body\">The Contract Funding Manager is a varied role and has responsibility for the monitoring and analysis of contractual financial performance information, proactively highlighting any financial compliance risks across the Employment and Skills service and its contracts.  This informs planning, maintenance of the contract’s register, monitoring/reporting schedule, the submissions of statutory returns and funding claims/funder returns, audit functions, discretionary funding, GDPR, Digital Impact Assessments, and business cases to all relevant Government departments and internal governance meetings.  The post also incorporates service responsibility for health and safety and the completion of corporate health and safety requirements, the management of assets, the monitoring/completion of corporate audit, risk, and antifraud requirements.  </p>\n<p class=\"body\"> </p>\n<p class=\"body\">To undertake this role, you will require significant experience of collation, analysis, and interpretation of statistical, financial, and budgetary information which you will be able to report as appropriate highlighting key risks. You will be knowledgeable and keep abreast of local and national developments which have implications for the service and contract delivery. You will work closely with senior managers across the Service demonstrating good communication, negotiation, and partnership working skills alongside a strong understanding of internal and external audit, and funding claims with particular reference to Education and Skills Funding.  The ideal candidate will understand the importance of delivering employment and skills programmes to improve local outcomes and have an advanced understanding of local and national strategies, policies, and legislation accompanied by direct experience of working within an adult and skills context. You will recognise and actively seek to promote and demonstrate the Councils’ core values.</p>\n<p> </p>\n<p>The functions within CFP include providing Funder Submissions and Learner Records to the South Yorkshire Combined Mayoral Authority (SYMCA) or other funders/lead local authority partner organisations. This relates specifically to UK Shared Prosperity Fund and the Adult Education Budget.  Providing enrolment, enquires, triage and reception functions for the Service. Producing performance reports and managing learner support processes.  You will lead on the commissioning of programmes working with other Group Leaders and Service Managers, undertake contract management internally and with commissioned providers.  The service has responsibility for budget monitoring, finance and ordering of resources, Post 19 examination functions, and statutory education, training and employment data for pre and post 16 young people with special consideration of vulnerable and priority groups.
