The London Borough of Havering is looking to recruit an Assistant Director of Housing Property and Assets to oversee the development and delivery of capital programmes across both the HRA and GF estate, leading on developing and delivering our asset management strategy, and to lead on all responsive repairs, planned maintenance, compliance and safety across the Corporate and Housing estates.
If successful in your application for the role of Assistant Director of Housing Property & Assets, London Borough of Havering, you will:
- Ensure that the council’s housing property portfolio is maintained to a high standard and lead on the development and implementation of the Asset Management strategy for the housing stock.
- Lead on all aspects of asset management delivery to the corporate estate, ensuring a full understanding of its performance and investment needs.
- Lead on the development of achieving zero carbon in the estate working closely with the Environment team.
- Be responsible on the approach to ensuring all stock is safe and meets all of the requirements of the Building Safety Bill, including reporting to, and liaison with, the Building Safety Regulator.
- Develop and implement a 30-year asset plan, which maximised asset potential and is affordable within the HRA.
- Develop long term plans for General fund assets which support the business objective and maximise income generation.
- Provide FM service to corporate buildings and lead on corporate landlord duties.
- Act as the client for all affordable regeneration schemes and S106 opportunities.
- Lead on the implementation of the relevant legislation, policies and Regulatory standards relevant to the delivery of the property service. To ensure all assets meet their statutory requirement in regard to compliance and H&S.
Provide senior management for the following services:
- Responsive Repairs and voids maintenance.
- Planned maintenance and capital investment including delivery of school programmes.
- Direct delivery of new Council Housing.
- Health and Safety and Regulatory Compliance.
- Data Management and Programme Monitoring.
- Contract management and procurement.
